Description: On April 10, 2017, Defendant OBCC Captains Isaac and Nieves sprayed plaintiff Roy Taylor with a chemical agent after Mr. Taylor had left his cell to walk toward the showers. On the previous day, the Deputy Warden of the prison had announced that all inmates would be afforded showers; however, defendant Captains Isaac and Nieves ignored this announcement and maced Mr. Taylor as he exited his cell. After this incident, Defendant Officer Slack handcuffed Mr. Taylor, despite Mr. Taylor already having a broken wrist and possessing a doctor's note stating that he should not be kept in handcuffs.
