Complaint
Description: In response to a concerned call from the Plaintiff's mother, two or three male officers - including Defendant Evans - arrived outside the Plaintiff's building just as the Plaintiff was exiting. After the Plaintiff tried to peacefully walk through the officers, who were intentionally blocking his path, Plaintiff was rear-handcuffed and violently thrown to the ground and stepped on by Defendant Evans. The Defendants than put the Plaintiff into an ambulance and rode with him to the hospital. Despite complaints from the Plaintiff, the Defendants did not adjust the excessively tight handcuffs until they arrived at the hospital.
