Description: Around 7:00 am on June 8, 2015, Mr. Ocasio began exhibiting unusual behavior that concerned his girlfriend, Mrs. Lloyd. Mrs. Lloyd called 911 to request an ambulance, as Mr. Ocasio was having a mental episode. In response, ten police officers arrived at the scene in addition to an ambulance. Two of the police officers requested Mr. Ocasio give them his hands so they could arrest him. He did not register them as police officers and did not give them his hands.
One of the officers responded by beating Mr. Ocasio with his baton. The officers called for backup. They forced Mr. Ocasio's arms behind his back, restrained him, and beat, kicked, punched, and maced him. An officer then tased Mr. Ocasio twice. All of th...
