Description: On July 18, 2021, defendant Mestre stopped plaintiff when he was in a vehicle and ordered him out of the vehicle, patted him down and placed him in handcuffs. Plaintiff was then transported to the 52nd Precinct and was subject to search and placed into a holding cell.
