Description: On March 11, 2018, Mr. Delorbe double parked his car, exited his car, but then turned around and got back into his car, parked in the Target parking lot, exited his car and entered the Target store. Upon his exist from the Target store, defendants, Officer Carlos Pacheco and an unidentified officer, handcuffed Mr. Delorbe, who fell to the ground (he uses a cane to walk). Defendants handcuffed Mr. Delorbe so tightly as to cause pain and leave visible marks on his wrists. Defendants refused to allow Mr. Delorbe use his cane when they forcefully marched him to the police vehicle.
