Conclusion Meanings:

'Exonerated': or 'Within NYPD Guidelines' - the alleged conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.
'Substantiated': The alleged conduct occurred and it violated the rules. The NYPD has discretion over what, if any, discipline is imposed.
'Unfounded': Evidence suggests that the event or alleged conduct did not occur.
'Unsubstantiated': or 'Unable to Determine' - CCRB has fully investigated but could not affirmatively conclude both that the conduct occurred and that it broke the rules.

$60,000 Settlement
Complaint
Description: On October 6, 2020, Plaintiff was arrested and taken to the 60th Precinct. At the Precinct, Officer Alena Aminova and Officer Michael Kennedy insisted that Plaintiff remove her hijab to take an identification photograph, in plain view of the men's holding cell and despite Plaintiff's protests. Plaintiff eventually complied with great distress. Plaintiff was then transferred to Central Booking, and officers again insisted that she remove her hijab for a booking photograph. One officer told Plaintiff that she would not be able to see a judge unless she complied.
