Description: On July 15, 2017, Plaintiff Levi Penhasov was arrested outside of a store. When asked why he was being arrested, Plaintiff was not given a reason. Defendant P.O. Hepworth told Plaintiff to stand next to the police car while he was handcuffed. As plaintiff was standing there, a man sitting in the back seat of the car reached out and punched Plaintiff twice. Plaintiff immediately complained and asked to file charges against the individual who had just struck him. Defendants laughed and ignored the complaint. One officer told Plaintiff the man in the car was accusing him of assault. Plaintiff denied this and people who had just been with him corroborated this. Eventually, Sgt.
