Description: On June 15, 2012, Plaintiff was struck on his foot by a vehicle, fell to the ground, and requested emergency medical treatment. After a period of time, NYPD Officers Robert Cascalenda and Sergei Konoiko arrived and threatened to mace or use chemical agents against Plaintiff if he failed to get up from the ground. Plaintiff requested emergency medical care for his injuries, but the Officers forcibly grabbed the injured Plaintiff, twisted his hands behind his back, and tightly handcuffed Plaintiff, causing Plaintiff's left arm to become and remain numb for several months. The Officers then forcibly dragged Plaintiff to their police vehicle and unlawfully searched him. The Officers then levied false charges agains...
