Description: On January 1, 2020, the plaintiff was a passenger in a vehicle parked near 27 East 98th Street, Brooklyn. Multiple officers approached and boxed in the vehicle, and ordered everyone to step out of the car. The reason for the "stop" (parked at a fire hydrant) was pretextual and false. The plaintiff stepped out of the vehicle then ran. Officer Grandison chased after and stopped the plaintiff, took his fanny pack containing a weapon, and forcefully threw the plaintiff to the ground. Officers McCarthy, Chowdhury, and Porterfield used hand strikes and stun guns against the plaintiff while the plaintiff was on the ground.
