Description: On June 12, 2013 in Brooklyn, two police officers stopped plaintiff without consent, an arrest or search warrant, probable cause, or reasonable suspicion that plaintiff had committed a crime. The officers asked whether plaintiff would like to come into the precinct for questioning, to which plaintiff complied. NYPD officers grabbed plaintiff, placed him in excessively tight handcuffs, searched him and placed him in the back of an unmarked police vehicle. Plaintiff was taken to the 75th Precinct where he spent 45 minutes in a cell and then interrogated by Detective William Powell, who asked questions regarding a fight that took place on June 9, 2013.
