Description: On July 4, 2019, Plaintiff Chisolm was walking to his mother’s house after seeing the Independence Day fireworks. An unnamed police officer demanded for him to get out on the street; after he followed the order, another unnamed police officer demanded for him to get off the sidewalk and go home. The officers then seized Plaintiff Chisolm and threw him onto the ground and arrested without reasonable suspicion or probable cause.
