Description: On August 4, 2016, Plaintiff was exiting a bodega in Kings County, New York. Several NYPD officers—including defendant officer Fursa—arrived at the location in plain clothes. Without explanation, Officer Fursa approached Plaintiff and began searching him. The search did not reveal anything. Plaintiff was formally arrested, placed in handcuffs, and transported to the precinct. Plaintiff was charged with a criminal complaint based on a sworn statement from Officer Fursa that he had witnessed Plaintiff exchange narcotics and money with another individual.
