Description: On April 27, 2013, NYPD plaintiff was unlawfully arrested by NYPD officers from the 40th Precinct, including Sgt. Shirley Perez Romero, Sgt. Eduardo Silva, Sgt. Christopher Douse, and P.O. Roy Rodriguez. The officers stopped plaintiff while he was lawfully driving and performed an intoxilyzer test which they then proceeded to claim was innaccurate. The officers then handcuffed plaintiff without cause, and over the next several hours, they transported him to several precincts to perform another intoxilyzer all while he remained tightly handcuffed.
