Description: On November 25, 2013, Plaintiff called 911 to complain that an individual had broken entered into his apartment. Two officers came to the scene and told Plaintiff to replace the locks and call the police if the perpetrator returned. Plaintiff changed the locks immediately. The trespasser later returned and Plaintiff called 911 again. PO Henry and five other POs arrived. PO Henry would not listen to Plaintiff trying to show documents that showed Plaintiff lived in the apartment and the previous owner had surrendered the keys.
