Complaint
Description: On March 14, 2012, Plaintiff was stopped by NYPD Officers Torres, Forgione, and Phillips, who allegedly smelled a strong odor of burning marijuana and searched Plaintiff and his vehicle. Officer Torres unlawfully arrested Plaintiff and submitted false statements which were signed off by Officer Forgione to the district attorney's office. Officer Torres again perjured himself on December 14, 2012 at a pretrial hearing. The district attorney dismissed all charges against Plaintiff on April 9, 2013.
