One fled when approached, dropping a weapon during the pursuit. After Defendant Office Douglass Carr created a photo array, Defendant Goris picked Plaintiff’s photo from it as the fleeing black man. Plaintiff refused to allow the officers access and was placed in handcuffs as the Officers conducted an illegal warrantless search of his sister’s store.
