Description: On December 22, 2015, plaintiff Joshua Martinez was leaving his residence and entering a taxi when his path was blocked by two unmarked police cars/ Mr. Martinez initially began to run away and was pursued on foot by Defendant Officers Wheeler, Smith, and Perez. Shortly thereafter, Mr. Martinez stopped running and surrendered to the officers. Defendant Officer Wheeler then threw Mr. Martinez to the ground, where he was handcuffed. After restraining Mr. Martinez, Defendant Officers Wheeler and Smith proceeded to punch him in the face multiple times.
