Description: On January 29, 2016, the Plaintiff was walking on the sidewalk, not committing crimes or violating laws, when he was approached by Defendants Rios and Mero in a threatening manner. The Defendants proceeded to unlawfully stop and search the Plaintiff by rifling through his clothes and pockets.
