Description: On September 28, 2015 Plaintiff Milton Marchi called for help when his home was burglarized. Mr. Marchi has Parkinson's disease. NYPD Officers Bennett Choi, Frank Talio, Matthew Peters, and Joseph Dean arrived. Officer Choi grabbed Mr. Marchi, struck him with an asp and began beating and kicking him. The remaining officers help Mr. Marchi down. Mr. Marchi was transported to Jamaica Hospital, and the officers claimed he was an emotionally disturbed person. Mr. Marchi was released from police custody at Jamaica Hospital without being charged with committing any crimes or offenses.
