Description: Plaintiff Kent Yip has a qualified disability as he is emotionally and psychologically impaired to the extent that his daily life is affected. In response to a 911 call from his brother requesting an ambulance for Plaintiff, NYPD Officers David Del Villar, Newton Hun and others arrived at Plaintiff's residence. They unlawfully entered the premises, and then tackled Plaintiff, headlocked him, and punched and kicked him. His wheelchair was thrown from the back porch into the backyard. He was detained with overly tight handcuffs and arrested.
