Description: In 2006, Kris Gounden bought lot 162 located at 1 Bayview Avenue, Queens – there was no public easement on the City’s official acquisitions map when Kris bought it. There was no public street on the City’s official acquisitions map on lot 162 when Kris bought it. Between 2006 and 2017, Gounden has had numerous contacts with police regarding the private nature of the entire lot. The City of New York filed suit against Kris to have his fence removed, claiming an easement existed. On May 29, 2013, the Environmental Control Board affirmed an ALJ’s decision, that there was no street on lot 162. In 2010, Kris fenced off his lot with a boulder and the Fire Department of the City of New York ordered the boulder removed...
