Description: On or about November 2, 2015 at approximately 1:32 PM, Akram Farghaly was at 667 Lexington Avenue in or by the taxi stand thereat. Farghaly was walking down the block toward the taxi stand where his taxi was lawfully parked. Agent Marion Mitchell had placed a traffic violation summons upon Farghaly's vehicle. Farghaly asked why he received the violation, Agent Mitchell said "because I feel like it," Farghaly expressed that this was unfair, and Agent Mitchell said "Get the fuck out of my face before I punch you in your face!"
