Description: On May 12, 2013, plaintiff was lawfully operating his vehicle on 180th Street in Queens, NY. Plaintiff, a professional tow-truck driver, received a call to tow a car. Plaintiff took the car to the incident address. At the address, the owner of the vehicle refused payment for the tow. Plaintiff called the police. Defendants Keegan, Pena and Rodriguez arrived at the scene. Plaintiff provided the officers his license upon request.
