Description: On July 23, 2015, Plaintiff was stopped, detained, and questioned by P.O. Kenneth Greene and Vincenzo Trabolse, who ordered Plaintiff to put his hands behind his back. Plaintiff informed the officers that he suffers from cerebral palsy and cannot physically put his hands behind his back and requested to be front handcuffed. The officers ignored Plaintiff’s request and disability and tried to force his hands behind his back, and then punched him in the face. Description: On January 23, 2014, the plaintiff, Ruben Sanchez, was the passenger in a vehicle that was stopped by police officers, including defendant Vincenzo Trabolse. The defendants ordered Mr. Sanchez out of the car and searched him. Though the officers found no evidence of any crime or violation, they handcuffed Mr. Sanchez's arms behind his back, arrested him, and brought him to a police precinct. He was held for approximately twenty-four hours before appearing before a judge. He was charged with criminal possession of a controlled substance, and the judge released him on his own recognizance. A few months later, all charges were dismissed.
