Description: On August 2, 2013, plaintiff Randy James was riding his bicycle when he was flagged down by police officer in a mobile police station. The police officer told Mr. James that he had committed a traffic infringement on his bicycle and to leave the scene. After he started to pedal away, a police car driven by the officers began to follow Mr. James with its sirens blaring. Eventually, the defendant officers caught up to Mr. James, who had stopped riding away. Defendant officers proceeded to assault Mr. James, causing extensive knee and nerve damage.
