Description: On August 30, 2017, Stephon Pierre was unlawfully arrested by P.O. Jack Dagnese, P.O. Ivan Koval, Sgt. Nikolaos Stefopoulos, Det. David Luppino, and JOHN DOES 1-2 at 176 Schmidts Lane, Richmond County, NY. Pierre exited his building to enter his friend's vehicle who had parked outside. He entered the vehicle, spoke with his friend, then exited and returned to his building. The police officers entered his building and detained him while accusing him of purchasing narcotics. The police then searched the vehicle and held up an empty plastic bag, and said "cuff him." The officers drove Pierre around for 6 hours and took him to both the 120th and 122nd precincts, where he was fingerprinted and searched multiple tim...
