Description: On April 6, 2013 Plaintiff a teenage high school student was walking home in Brooklyn when an unmarked black vehicle passed him on the street and made a U-turn. Defendant Officer Napolitano and Defendant Sgt. Martinez emerged from the vehicle in plain clothes and cornered Plaintiff.
