Complaint
Description: On June 18, 2011, plaintiff was walking in the vicinity of 4 East 117th Street in Manhattan headed to a local store. Police Officer Manuel Encarnacion, Sergeant Joseph McKenna and Police Officer Joseph Morovich pulled up in a marked patrol car and ran toward plaintiff to stop and frisk him. In response to plaintiff’s exercise of free speech, one of the defendants, likely Morovich, slapped plaintiff in the face. The defendants arrested plaintiff, handcuffed him excessively tight and brought him to an unknown precinct. In the precinct, the aforesaid defendants, acting in concert with Officer Stephen Hillman, falsely charged plaintiff with felony possession of a firearm. Plaintiff was eventually taken to Manhattan...
