Description: On January 15, 2013, plaintiff sat in her car, near Sheepshead Bay Road and E. 15th Street, Brooklyn. An NYPD vehicle pulled up to the intersection and parked in front of plaintiff's car. Wells, Velez, and Mai exited the vehicle and approached plaintiff's car. Wells told plaintiff she was improperly parked. Wells ordered plaintiff to provide her license, registration, turn off the car and give him her keys. Plaintiff complied. Wells placed plaintiff's keys on the roof of her car, and walked back to the NYPD vehicle. Plaintiff took the keys off the roof and placed them in her lap. Plaintiff informed Wells of this. Wells became angry, and informed plaintiff he was going to write her another ticket. Wells ordered ...
