Description: On July 6, 2014, around 7:30 p.m., plaintiff was with his cousins when he heard the sound of firecrackers down the block. He observed his cousin's friend being wrongfully accused of lighting the firecrackers and taken into custody by police officers. The officers appeared to be assaulting his friend.
