Description: On December 12, 2015, Defendants NYPD Officers William Nakelski and Ou Wu and Lieutenant Kevin Kenny stopped Plaintiff Shaheed who was lawfully operating a motor vehicle. Defendants ordered Plaintiff out of his vehicle without cause or justification, and Defendant William Nakelski tightly handcuffed Plaintiff, causing him pain, discomfort, and injuries. Defendants Kevin Kenny, William Nakelski, and Ou Wu then without probable cause to believe Plaintiff had committed any crime or offense arrested Plaintiff.
