Conclusion Meanings:

'Exonerated': or 'Within NYPD Guidelines' - the alleged conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.
'Unsubstantiated': or 'Unable to Determine' - CCRB has fully investigated but could not affirmatively conclude both that the conduct occurred and that it broke the rules.

Case # 14CV02393, U.S. District Court - Eastern District NY, April 21, 2014, ended December 23, 2014
$45,000 Settlement
Complaint
Description: On March 22, 2012, Plaintiffs were attending a party at the home of an acquaintance when several officers charged in unlawfully. These officers include David Creely, Giovani Ramirez, Bergenbaum, Jose Alegre, Claude Celeste, Jovanny Fernandez, Jeffery Gryz, and unnamed officers. Despite the fact that they had no probable cause to believe Plaintiffs had committed any crimes or offenses, the officers placed Plaintiffs under arrest. At the precinct, the officers falsely informed the DA's Office that they had observed Plaintiffs in possession of a controlled substance. Plaintiffs were falsely charged with drug offenses. Charges against Plaintiffs were ultimately dismissed.
