Description: On or around October 20, 2012, at approximately 11:00AM, the plaintiff, TIMOTHY HAMPTON, a Black male, was assaulted and arrested at or close to 161 Jamaica Avenue, Queens, New York (complaint does not say what this location is), by defendants officer (John Doe - Unknown) and officer Frank Lomangino. During this encounter, TIMOTHY was pushed, shoved and kicked by defendants and then put TIMOTHY into tight handcuffs, which caused injury to his wrists. The prosecutors conducted their own investigation and concluded there was no evidence of any crime. As a result, the prosecutors dropped all of the charges against TIMOTHY.
