Complaint
Description: On November 7, 2017, plaintiff was voting when they were stopped by a polling coordinator for writing notes on a piece of paper. Defendant officer Balcacer suddenly lunged at plaintiff and wrestled her arms into handcuffs. Plaintiff was falsely arrested and forcibly brought to a hospital for a psychiatric evaluation against her will. In the van, defendant officer Shimshi threw his body over plaintiff's back, forcing her head between her knees and causing her significant pain. At the hospital, plaintiff was detained in a locked room for three hours. Plaintiff was never charged.
