Description: On September 10, 2012, Plaintiff was walking in the street when he saw PO Peter John Santiago running in his direction. Plaintiff stepped aside to get out of PO Santiago's way, thinking that he was in the process of chasing someone else. When PO Santiago reached Plaintiff, he jumped on him, pushed him hard against a wall, face first, and handcuffed him behind his back. PO Santiago and PO Viodelys Brathwaite took Plaintiff to the precinct, and Sergeant Brian Barra approved the arrest. Plaintiff kept asking why he had been arrested, but it took a couple of hours before an officer, Captain Komar, told Plaintiff that he had been arrested because he had allegedly urinated in public.
