Description: On or about May 30, 2012, Plaintiff double parked his vehicle outside of the post office. After he exited the post office, entered his automobile and started the engine, Officer Rafael Sanz approached the vehicle and gestured Plaintiff open the driver's side window. Officer Sanz then advised Plaintiff that he was going to write up a summons and requested Plaintiff's license and registration for the vehicle. Plaintiff explained he was picking up a package and asked what he did wrong. Instantaneously, Officer Sanz opened the driver door and attempted to force Plaintiff out.
