Description: On April 3, 2013, Plaintiff had just parked his car in the vicinity of Jamaica Avenue and 88th Street, in Queens, NY, when he was approached by an unknown male, PO Valand. Valand, began banging on the driver’s side window of Plaintiff’s vehicle. Valand, not in a police uniform, told Plaintiff he was a police officer but did not produce a police badge. Valand asked Plaintiff for his driver’s license, which Plaintiff produced. Valand asked Plaintiff to step out of his car and told Plaintiff that he was going to search Plaintiff. Numerous other plain-clothes defendant officers descended on the scene and without Plaintiff’s consent, began rummaging through Plaintiff’s vehicle, throwing his belongings about. The off...
