Description: On October 13, 2012, Plaintiff saw an individual who had stolen his phone, and asked him to return it. Several NYPD officers then approached Plaintiff, whereupon Plaintiff informed them of the situation. The officers arrested Plaintiff, notwithstanding the facts that he was not violent and that they had no probable cause to believe that Plaintiff had committed any crimes or offenses. Plaintiff offered no resistance. Shortly thereafter, angered by Plaintiff’s complaints that the officers had not apprehended the individual who had stolen his phone, the officers beat Plaintiff. Description: On February 15, 2013, Plaintiff was driving with his wife when he was pulled over by police officers. they demanded to see the identification of each occupant of the car. After checking the identifications and asking several questions, Plaintiff was issued a ticket for driving through a red light. Plaintiff and his wife then drove away.
