Plaintiff was falsely accused of possessing illegal contraband. Because Plaintiff did not know the people approaching him were officers, he became alarmed by their aggression and began to run for his safety. The officers chased and caught him. Description: On August 6, 2013, Plaintiff was on the sidewalk on Matthews Avenue. Officers Genco and Martinez approached Plaintiff and subjected him to a pat-down search. Officer Martinez detained Plaintiff. Officer Genco then asked Plaintiff to sign a document permitting the Officers to search an apartment in the building at 2160 Matthews Avenue.
