Description: On November 20, 2011, plaintiff working on behalf of his business, as a tow-truck operator, received a call from the NYPD defendants that they needed plaintiff's assistance to tow a vehicle on a service road near the 47th Precinct, in the Bronx, NY. Defendants greeted plaintiff at the location of the vehicle, and informed plaintiff the vehicle was abandoned and they would rather sell the vehicle to plaintiff for $100. Plaintiff said he would need to see a title and registration before it could be sold. Defendants said there was no title and he could fill out a form for "No Title". After taking the form and walking to his truck to get a pen to sign with, plaintiff noticed defendants had disappeared, and so decid...
