Description: On April 27, 2016, Plaintiff was awoken by a noise outside. Plaintiff went to shut her window but there was a flash and explosion that threw her backward, causing her to hit her head and back and collapse on the floor. Then there was another flash and explosion outside of the apartment. Both explosions caused windows to shatter in Plaintiff's home. They were the result of flash bombs employed by DHS Officers Vogel and Basile.
