Description: On November 21, 2014, the plaintiffs were arrested by defendants P.O. Besim Pelinku (sh. no. 29412), SGT. Felix Concepcion, LT. William Davitt, P.O. Lee Maldonado (sh. no. 2135), SGT. Steven Riggio (sh. no. 4628), detective Edward Patterson (sh. no. 36786), P.O. Alexis Castillo (sh. no. 27202), detective Manuel Sepulveda (sh. no. 16172) and SGT. John Todaro (sh. no. 5234). Plaintiffs were subjected to a degrading search of their private parts and genitals by the defendants. One plaintiff was forced to walk without his crutches in the custody of police. The plaintiffs were imprisoned for over 24 hours after their arrest.

Description: On February 8, 2012, at approximately 10:30 p.m., Plaintiff Herring was in front of 202 Gordon Street, Staten Island, New York, when Defendant Officers, including Besim Pelinku and Joseph Donachie, stopped, detained, searched, and arrested him. The Defendants twisted his right hand and put him in tight handcuffs. A Defendant officer also kicked Plaintiff in his right leg. Plaintiff asked multiple times for Defendants to loosen his cuffs, but they ignored him. Defendants then put him in a police vehicle and transported him to a police precinct.
