Description: On November 16, 2012, plaintiff was lawfully driving a vehicle at E. 59 St and 3rd Ave, Manhattan, NY, with three other people in the vehicle. Plaintiff observed a second vehicle being pulled over by a plainclothes officer. Defendant Henley emerged from an unmarked police car and directed plaintiff to pull over. Plaintiff complied. Plaintiff and his passengers were removed from the vehicle and searched. Plaintiff handed Whitlock his wallet, which was examined and pocketed.
