Conclusion Meanings:

'Exonerated': or 'Within NYPD Guidelines' - the alleged conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.
'Unfounded': Evidence suggests that the event or alleged conduct did not occur.
'Unsubstantiated': or 'Unable to Determine' - CCRB has fully investigated but could not affirmatively conclude both that the conduct occurred and that it broke the rules.

Complaint
Description: On October 6, 2015, plaintiff was being escorted from 108th precinct to an NYPD car when Officer Prescod shoved plaintiff down a set of stairs while he was handcuffed, causing him to fall to his knees. Prescod then shoved plaintiff into the car, clammed the door on his right hand, and did not secure plaintiff in the car. The door slam caused a fracture of his fifth metacarpal bone in his right hand and bilateral knee contusions.
