Description: On April 19, 2015, P.O.s Jospeh Carolan, Joseph Fratto, and another officer approached plaintiff as he was throwing away a non-alcoholic beverage container. The officers detained, searched, and arrested plaintiff. P.O. Carolan demanded plaintiff's ID and made plaintiff wait 5-10 minutes while he checked if there were any warrants for his arrest. After P.O. Carolan determined there were no warrants, plaintiff asked for his ID back, but P.O. Carolan refused to return it. The officers asked plaintiff to empty his pockets, grabbed his arms, and patted his pockets.
