Description: On December 2, 2010, at approximately 1:25 a.m., Police Officers Johnathan (P.O. Caro) Caro and Louis Marino (P.O. Marino) approached Mr. Niven Derrell who was sitting in the driver's seat of a car that was double parked. The officers asked to search the car, which Mr. Derrell declined, and then they ordered him out of the vehicle. P.O. Caro begun to search Mr. Derrell's person, and Mr. Derrell slapped his hand. P.O. Caro then handcuffed Mr. Derrell. Mr. Derrell tried to run from the police. P.O. Caro, P.O. Marino and other police officers responded by hitting Mr. Derrell on his face and macing his face. Mr. Derrell had to be taken to the hospital, and required stitches to his left eye. Mr. Derrell was arrested...
