Description: On the afternoon of October 14, 2013, Plaintiff was in Saint Nicholas Park located between West 141st Street and West 135th Street in Harlem, New York. While he was there, Plaintiff saw two men fighting and then they separated and walked away. After the fight ended, Defendant Dorsey entered the park and began to arrest Mr. Wilkerson for fighting. Plaintiff verbally objected to the arrest, knowing that Mr. Wilkerson was not involved in the fight. After Mr. Wilkerson was handcuffed and escorted from the park, Defendant Dorsey conferred with other Defendant Arresting Officers and they decided to arrest the Plaintiff in retaliation for his verbal objection.
