Description: On January 19, 2012, at approximately 1:00pm, Plaintiff was approached in a threatening manner by the three Defendant Officers, who were wearing street clothes. Defendants did not identify themselves as poilice officers. Defendants chased Plaintiff and shot him in the back without previous warning. Defendants dismissed two eyewitnesses to the event. When the ambulance arrived, Defendant Detective instructed the EMTs not to load Plaintiff up for care but wait until a police vehicle arrived. As a result, Plaintiff was left lying unclothed with a gunshot wound in the street for 20-30 minutes.
