Description: On or about October 1, 2021, Plaintiff was present at his then residence when NYCHA contacted 911 emergency services. When PO and FD officers (their identities were unknown at the time the complaint was filed) arrived, Plaintiff was outside the apartment building in which he resided. At the time the officers came into contact with Plaintiff, he was not a threat to himself or anyone else. The officers approached Plaintiff aggressively, encircled him, and handcuffed him.
