Description: On April 10, 2019, Plaintiff was walking down the street at night when five police cars pulled up next to him. Two officers, including PO Neville, approached him and demanded ID but Plaintiff did not have his ID on him but gave his name. PO Neville put him in excessively tight handcuffs. The officers told the plaintiff that they were looking for a suicidal person in a brown coat, but Plaintiff was wearing a gray sweater (and not suicidal). As one officer was talking to his mother to confirm his identity, PO Neville slammed Plaintiffs' head into a nearby door. PO Neville pushed Plaintiff to the ground, injuring his hip. Other officers stood by and failed to intervene.

Description: The plaintiff was the passenger in his friend' s vehicle at the time of the incident. The plaintiff and his friends had not committed any traffic infractions when they were pulled over by an unmarked police car and the defendant officers, in plain clothes, approached. The defendant officers had each of the plaintiff's friends get out of the vehicle, and when the plaintiff was asked to do so he asked why and was answered with the defendant officers chocking the him, beating him, handcuffing him, and finally transporting him to a nearby precinct. The plaintiff was charged with resisting arrest and assault. The charges were later dismissed.
